Summary of proposal

The proposal would establish a legislated framework to implement the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) into federal law, co-designed with First Nations communities and stakeholders, in line with the findings of the Inquiry into the UN Declaration on the Rights of Indigenous Peoples.

The proposal would also provide the Australian Human Rights Commission with independent oversight powers and ongoing funding to monitor and enforce the implementation of UNDRIP principles.

The proposal would start on 1 July 2025.

Establish a National Truth and Justice Commission and allocate $250 million for hearings

The proposal would provide $250 million over 4 years to establish a National Truth and Justice Commission (the Commission) to acknowledge and document historic and ongoing injustices experienced by First Nations peoples. The Commission would hold hearings, compile reports, and develop processes for embedding localised truth-telling across the country.

Climate Response Service

Summary of proposal

The proposal would provide $3 billion in funding (including departmental costs) to go to the establishment of a Climate Response Service (CRS), a civilian body to respond to climate disasters with support on clean up, recovery and building resilience. The Climate Response Service will also play a role in coordinating volunteer efforts, and will be managed by the National Emergency Management Agency.

Funding could also be provided via grants to other civilian bodies, such as Disaster Relief Australia (costs to be met from within the capped amount).
