This proposal would abolish the Climate Solutions Fund (the Fund) and return any uncommitted funds to the budget.

The proposal would have effect from 1 July 2019.

Component 1 – The proposal would place a price on direct greenhouse gas emissions (scope 1 emissions) for facilities with annual carbon-dioxide-equivalent greenhouse gas emissions of over 25,000 tonnes (scope 1 and scope 2 emissions). Facilities whose primary purpose is agriculture or transportation would be exempt from the proposal.

This proposal would provide an additional $10 billion evenly over five years from 1 July 2021 for the Clean Energy Finance Corporation (CEFC). As part of this expansion, the CEFC would be directed to provide concessional loans to small businesses until 2023-24, to assist with the installation of battery storage. These loans would be up to $15,000 per business in 2021-22, tapering down to $9,300 in 2023-24, and would be repayable over a 10-year period.
