Ban live export
- Component 1: ban live export and shut down Australia’s live export of livestock industry.
- Component 2: provide payments to farmers to assist in the transition from live animal exports to a domestic box and chilled meat trade.
- This initiative would commit $5 million to go towards ensuring a just transition for workers affected by the ban on live exports, consisting in $1 million in 2028-29, and $2 million in both 2029-30 and 2030-31.
- Departmental funding to administer the package would be met from within these caps.
Powering past coal and gas - $4.5 billion over a decade to the Disaster Ready Fund
The proposal would provide an additional $4.5 billion over 10 years to the Disaster Ready Fund (DRF), to which coal, gas and oil companies will also be required to contribute, for investment in public infrastructure to boost disaster mitigation and resilience measures.
The proposal would be non-ongoing, not be indexed and start from 1 July 2025.

The policy would include 2 components:
Component 1
1,000 Free Local Healthcare Clinics would be opened across Australia over 4 years (250 clinics per year). Clinics would be built on new sites and offer free primary care, with 6 clinics built per Federal electorate and the remaining distributed in consultation with states and territories.
The first 250 clinics would come online from 1 July 2026. If clinics cannot be setup by that point, space would be rented temporarily to accommodate the clinics until construction is finished.
